Need guidance for proceeding with consumer court case.

Hi I am Amol Chavan from pune. In 2000 I had booked a flat at Vishrantwadi with a builder Dilip construction (Dilip bhokare). I joined two 1BHK into one flat. I made payment to him regularly and also had taken loan from Cent Bank, all the loan amount was disburse to my builder. The builder had promised me several things which he had not kept.

1. Builder said: I need to take two energy meters (he charged me 15K per meter in 2000) as I had two flat. To which I agreed, but during the posessesion time he said he will allot me one energy meter and now the charge will be 30K per meter. To this I was shocked.

2. 20K was promised as society charges. I had taken possession in 2002 and till date no society was formed. Although I had not paid him that amount, but would like a society formation to be done.

3. The flat area was suppose to be 965 sq ft. But during painting of flat I doubted that it was less and decided to check it with an architect. I contacted a new architect and found that the flat is 854 sq ft. I felt cheated and was fustrated by the builder argument that his architect says its 965 sq ft.

4. He had not completed the building yet and kept all the flat members on one energy meter till date. Some time in 2005 we had no energy meter also for 4-5 months. Builder had some issues with MSEB and they disconnected it. Got it back but the new one is a commercial one. All flat members are using the same meter.

I had put a case in consumer court to which the builder did not responded for a year and when I asked the authorities that what next, the builder responded with an affidivat. I had hired a lawyer who stays near by, but after such a long haul i found that he is unnecessarily post-poning things and not guiding me properly. I need to change the lawyer for sure, but if some body could guide how to proceed and what all things to be done that would be appreciated.

I also need to know some good lawyer who can take up my case in consumer court and can guide me properly. Any pointers will be helpful. I decided to write this blog after I read http://bipinpote.blogspot.com/
